PROTECTION and CONTROL The President of The United States of America visits London and 14,000 Metropolitan policemen - out of 27,000 - are needed to organise, restrain, shepherd, protect, prevent, cordon off and generally expedite his visit and Londoners' responses. Is this to be an Al Qaeda event ? Or was that Istanbul ? High alert is here. The President laid a wreath at Westminster Abbey but such is the state of play that the ordinary citizen was not allowed anywhere near ... So in a sense the terrorists already hold the upper hand. And what about schoolchildren - is truancy a fair description for the actions of those young people who choose to demonstrate during school hours ?
